It is with heavy hearts that we announce the passing of a beloved mother, sister, and grandmother, Cindy Jane Bullard, on Thursday, February 1, 2024, at Avera St. Luke’s, Aberdeen, SD.

In honoring Cindy J. Bullard, the family has chosen not to hold a formal service. Instead, we invite friends and family to reflect on the special moments shared with Cindy and to remember her in their own way. Cindy’s wishes were to be cremated, as well as her beloved cat Charlie, whom she shared a special bond with over the last 17 years.

Expressions of sympathy and support are appreciated, but the family does not seek flowers during this time.

Cindy Jane Bullard was born June 28, 1959, in Watertown, South Dakota, the sixth child and third daughter in a family of eight siblings to Ernest Leo Phipps and Blanche Eileen Gloe.

Cindy is survived by her only child, Alisha Jeffery, and her two grandchildren, Sean, 20 and Lilia, 16. She found fulfillment in the simple joys of parenthood and shared a unique bond with her daughter. Her legacy lives on in the hearts of Sean and Lilia, a testament to the enduring impact of a grandmother's love.

Cindy is also survived by her siblings, Violet, Dan, Roger, and Julie. Cindy’s journey extended beyond her immediate family to touch the lives of nieces, nephews, and great-nieces and nephews. Her simple acts of kindness and support created a legacy of love that will echo through generations.

Cindy was preceded in death by her father, Ernest Phipps; mother, Blanche Gloe; brothers, LeRoy Phipps and Michael “John” Phipps; and sister, Patricia Zambrano.

May Cindy find eternal peace, surrounded by the love she gave throughout her life.
