Allen was born to John and Barbara (Spitzer) Kulm on August 11, 1928, in Leola, SD.  During his high school career, he took pride in being active in basketball, football, baseball, music, and the arts programs offered in Leola. Allen graduated from Leola High School in 1948. Following his graduation, he attended Mitchell Business College.

They began their life in Leola.  Allen was then drafted to the Korean War in 1952, where he managed a PX in Okinawa, Japan.  He then returned home to his beloved wife on Christmas Eve of 1953.  Allen and Verna’s union was blessed with three children: Michael, Kathy, and Shari. They moved their family to the Aberdeen area in 1966, where Allen spent the entirety of his life. During his lifetime, he purchased and operated Hertz-Rent-a-Car and Bur-Mar’s Shoes.
